Ultimate Mastery
The NSW Public Sector Capability Framework is the assessment benchmark for all NSW public sector roles. It defines the capabilities (knowledge, skills, and abilities) required for effective performance. It is divided into five groups: Personal Attributes, Relationships, Results, Business Enablers, and People Management. The panel uses this framework to score your interview performance.
Focus Capabilities are the specific capabilities identified as essential for a particular role. While a Role Description may list 16-20 capabilities, usually only 3-5 are selected as "Focus Capabilities." These are the ones you will likely be questioned on during the interview. You must demonstrate proficiency at the specific level required (e.g., Foundational, Intermediate, Adept, Advanced, or Highly Advanced).
Use the STAR method (Situation, Task, Action, Result), but tailor the "Action" section to the framework. Do not just tell a story; ensure your specific actions describe the Behavioural Indicators listed in the Role Description. For example, if the role requires "Adept" level communication, your Action must show you "tailoring communication to the audience" and "clearly explaining complex concepts."
While both use the STAR method, the frameworks differ significantly in structure and vocabulary. NSW uses a specific set of 20 capabilities and distinct proficiency levels (Foundational to Highly Advanced). The NSW framework also places a heavy emphasis on "Business Enablers" (Finance, Technology, Procurement, Project Management) which are often assessed in technical interviews for Grade 9/10 roles and above.
