APS vs State & Local Government Key Differences Explained

Should you apply for Federal, State, or Local Council? Discover how levels compare, why applications differ, and how to successfully pivot between government tiers.

Quick Answer: The 3 Tiers of Government

  • APS (Federal): National policy, massive departments, heavily structured frameworks (ILS, WLS). Focuses on "The Nation."
  • State Government: Service delivery (health, transport, police), localized operations, state-specific capability frameworks. Focuses on "The State."
  • Local Government: Grassroots community operations, practical requirements, values-based hiring. Focuses on "The Ratepayer/Community."

What is the APS?

The Australian Public Service (APS) is the federal workforce responsible for national policy, major programs, and nationwide services (e.g., Defence, ATO, Services Australia).

The Frameworks: APS recruitment is rigid. Applications are assessed strictly against the Integrated Leadership System (ILS) and Work Level Standards (WLS). You must prove your capability against these specific federal metrics using complex STAR-based pitches.

What is State Government?

State roles operate within individual states/territories, executing large-scale operational delivery (schools, hospitals, state infrastructure).

The Frameworks: States use their own unique systems. You must pivot away from the APS ILS and target the specific state's code:

  • NSW: NSW Public Sector Capability Framework
  • VIC: VPS Capability Framework
  • QLD: Capability and Leadership Framework (CLF)

The Local Government Difference (Councils)

Local government is "grassroots" government. The stakeholder isn't a department head; it's the resident, the local business owner, and the community group.

Resumes & Cover Letters

Councils rarely use complex APS-style pitches. The application is typically a targeted Resume and a highly specific 2-page Cover Letter addressing Key Requirements.

Practical & Operational

Expect practical tests (e.g., driving tests, software tasks) and mandatory compliance checks (WWCC, Police Checks, Medicals).

Community Values

Panels screen heavily for community "fit." You must demonstrate a genuine, localized passion for the specific council area you are applying to.

Level Equivalency Guide

APS Level (Federal) NSW Equivalent VIC Equivalent QLD Equivalent
APS 3 – 4 Clerk Grade 3/4 VPS Grade 3 AO3 – AO4
APS 5 Clerk Grade 5/6 VPS Grade 4 AO5
APS 6 Clerk Grade 7/8 VPS Grade 5 AO6
EL1 (Executive) Clerk Grade 9/10 VPS Grade 6 AO7 – AO8
EL2 (Director) Clerk Grade 11/12 STS / Executive Senior Officer (SO)
*Important: These are general alignments. Each role is assessed based on actual responsibilities and the specific agency context, not just the job title.

Transitioning Systems: Why Applicants Fail

Moving between Federal, State, and Local government is highly achievable, but it is where most external applicants fail.

The critical mistake: Using the exact same resume and STAR examples across different systems. If you use APS ILS language for a NSW Health role, the panel cannot score you against their mandatory NSW Capability Framework. Your application gets rejected, even if your experience is excellent.

How to Increase Your Success:

  • Decode the Framework: Identify if you are writing to the ILS, VPS, or local Council PD.
  • Adjust the Stakeholder: Frame your "customer" appropriately (Nation vs State vs Ratepayer).
  • Translate Jargon: Strip out agency-specific acronyms.
