The Australian Public Service (APS) is the federal workforce responsible for national policy, major programs, and nationwide services (e.g., Defence, ATO, Services Australia).
The Frameworks: APS recruitment is rigid. Applications are assessed strictly against the Integrated Leadership System (ILS) and Work Level Standards (WLS). You must prove your capability against these specific federal metrics using complex STAR-based pitches.
State roles operate within individual states/territories, executing large-scale operational delivery (schools, hospitals, state infrastructure).
The Frameworks: States use their own unique systems. You must pivot away from the APS ILS and target the specific state's code:
Local government is "grassroots" government. The stakeholder isn't a department head; it's the resident, the local business owner, and the community group.
Councils rarely use complex APS-style pitches. The application is typically a targeted Resume and a highly specific 2-page Cover Letter addressing Key Requirements.
Expect practical tests (e.g., driving tests, software tasks) and mandatory compliance checks (WWCC, Police Checks, Medicals).
Panels screen heavily for community "fit." You must demonstrate a genuine, localized passion for the specific council area you are applying to.

Moving between Federal, State, and Local government is highly achievable, but it is where most external applicants fail.
The critical mistake: Using the exact same resume and STAR examples across different systems. If you use APS ILS language for a NSW Health role, the panel cannot score you against their mandatory NSW Capability Framework. Your application gets rejected, even if your experience is excellent.
